This is the iPod Touch 2nd Generation GM Seed 3.0 IPSW. This is basically the "final release" of 3.0 which was given to developers for free. Thanks to John Howett for the ipsw.

No , No need of activation. For the shift restorers, all applications will be lost and no jailbreak yet available so no cracked apps till then.
